[PATCH] xt_quota2: introduce support for netns

Hi!

Thanks for having a look at my patch. It was based on xt_quota2 contained
in the Android kernel, see e.g.
https://android.googlesource.com/kernel/msm/+/android-msm-flo-3.4-kitkat-mr1/net/netfilter/xt_quota2.c

Apparently Google also added ULOG support and a bunch of other things in
the meantime, it might be worth including these additions in xtables-addons.

Anyway, for now I rebased my work so it applies on top of xtables-addons
(see [PATCH v2] posted a couple of minutes ago)
