Waldo might the best person to talk about that, but:
refactoring to push some functionality from both Gnome and KDE
into a common lower layer would help.

For instance, both could move to DBUS for their local RPC layer. cf.

Also, both could use a common event loop, cf.

There appears to be still some resistance to both ideas, but as an outsider it
seems likely both will go forward.
How close that will get us to what you want, I couldn't say, but
it can't hurt.
