I think finding the funding would be the main issue; as Tim pointed out,
we've not heard emulation as a pressing need from OSDL's current member
companies, so it would seem some alternate source of funding would need
to be identified (maybe sponsorship from large scale users?)

For comparison, drivers are an area where member companies *have*
emphasized as critical, so that's the area where OSDL has been focusing
efforts lately.  (C.f. the OS drivers website.)

(Incedentally, one of OSDL's employees has contributed to Wine - Kees
Cook implemented the crypto API, however that was for a personal
project, not specifically for OSDL.)
