[fhs-discuss] global config files in /usr :-(

Why do distros bury global config files in the monster /usr or /var trees, 
e.g. /usr/share/kde4/config/kdm/kdmrc on openSUSE 11.4, or 
/var/lib/mandriva/kde4-profiles/free/share/config/kdm/kdmrc on Mandriva 2011, 
instead of /etc/kde4/config//kdm/kdmrc? What a backup and maintenance 
headache. :-(
