I probably phrased that poorly.  Maybe better is to say the basic idea 
is to provide additional directories for user data of various kinds.  
Over time, programs could / would migrate to use the new / additional 
directories.

Recommending additional directories seems very much within the FHS 
scope.  If it is not the scope of FHS, where should it be considered?
