[Fuego] split LTP tests

Dhinakar,

I've split the Functional.LTP test into two pieces, to support moving the LTP test  materials separately
from the execution of the test. 

I have not been able to test this very thoroughly.  I had a toolchain issue with the build of LTP on my
beaglebone.  So, the chances that this will work out-of-the box are slim, but hopefully this gives
you something to start with to try to solve this problem.
