[Fuego] fix pre_deploy and let set -e do its job

Hi Tim,

Two small patches:

[PATCH 1/2] pre_deploy: remove all code related to rebuild
I forgot to delete this part in a previous patch.

[PATCH 2/2] test_build: allow set -e to trap errors inside test_build
This is the patch that allows test_build to trap when a command fails
and there is no || expression.
