[Fuego] Optimize the assert_has_program

Hi Tim,

Last time you mentioned that it’s need to optimize the assert_has_program to improve the efficiency of finding programs and files on the target.
I made some changes to function. sh and need_check.sh (try not to change the original process).

Please confirm that the code I modified is valid.
If feasible, assert_has_module can also make the same modifications.
