[Fuego] fuego repo patches to use Fuego without Jenkins

Hello Tim,

This set of patches allow users to install Fuego without Jenkins.
I expect it to be useful for users that want to integrate Fuego
on their CI loop and they don't need Jenkins to visualize results
or schedule the boards (e.g. LAVA users)
