intel_iommu=on crashes with UEFI boot but works with CSM boot

Hi,

I'm currently running this system:
Motherboard: Asrock Z87 Extreme6, BIOS: V2.30 (latest, 12/31/2013)
CPU: Intel Core i7-4771
Graphics: Haswell HD4600 iGPU
Storage: SSD via Intel AHCI
Operating system: Debian jessie/sid/unstable/experimental
Bootloader: Grub version 2.02~beta-2-10
Kernel: linux-image-3.15.0-rc7 (Debian configs)

When I boot this system up using the UEFI booting and pass the kernel
command line parameter "intel_iommu=on", the system freezes immediately
after grub and displays a bunch of garbled blue horizontal and vertical
lines (I'll try to attach a pictore of this in the email). Changing the
boot parameters to "intel_iommu=on,igfx_off" seems to fix the issue.

However, I noticed that when I boot up the system using the legacy BIOS
booting (CSM booting it is called I believe?) the system boots up just
fine with just the "intel_iommu=on" parameter. I thought maybe it has
something to do with the modesetting because the UEFI boot and the BIOS
boot have very different graphics resolutions when booting. So I've
tried booting with i915 blacklisted and with the 'nomodeset' option, but
could not get the UEFI boot to work with the "intel_iommu=on" parameter,
it always crashes right away.

In case you wonder about the WARNING: at around line 630, it's caused by
a broken ASMedia 1083 PCIe-to-PCI bridge that breaks the PCIe spec by
not exposing pcie capability. (IOMMU does currently not work on such
