[llvmlinux] Quilt patches and quilt refresh

If I update one of the sections in a file patched by a quilt patch and 
then refresh the patch via "quilt refresh", the quilt patch file updates 
all the timestamps for all the unmodified files in the patch so the git 
log has a massive change even though only only a couple lines changed.  
This makes the actual changes to the patch hard to find when you look at 
the git log.
