[llvmlinux] Quilt patches and quilt refresh

I'd like to propose that we all use QUILT_NO_DIFF_TIMESTAMPS in our
.quiltrc files and that we remove all timestamps from the quilt patches.
This will make changes to these files more obvious and not be lost in
all the timestamp changes after a quilt refresh.
