[llvmlinux] make [CONFIG=config.mk] sync-all... does not download llvm-sources

NO, that's not true - LLVM sources are not downloaded.

Why shall "pinning" to a certain (known to be good) commit-id cause
LLVM sources not to be downloaded?

[1] is an example for your "pinning".
Both clang and llvm are "pinned".
clang is downloaded - llvm not.
That makes no sense to me.
