I don't think "how" it's started should be something LSB adresses.  I
like to start it from a script personally, called out of inittab.

But "where" the default location for runlevel information, and various
scripts, and the actual "run level definitions" (0 through 6) actually
mean would be a benifit to have defined.

Setting it to multiuser GUI login (3 in Debian, 5 in Redhat) can be done
however the line in inittab is written or rewritten to by the
distribution or user.  But a standard place to find it (file location)
and standard numbering would be much easier for GUI configuration tools
to handle, as well as general system maintainance, and "installation
scripts" for login tools like xdm, kdm, gdm, wdm, etc.. to find and
verify/change.

So, IMHO, "how" is not something the LSB should mess with, that's up to
the various distributions, X-servers, and login tools to do.  But
"where" they do it is sort of an incompatable mess that could be
streighened out.
