Commands and utilities

I have a prelimanary rundown of commands and utilities for LSB (taken from
UNIX98, thanks to Andrew Josey). It is available at:

Note that this is preliminary and needs quite a bit of work still. Things
that need work are footnotes for differences from UNIX98 and pointers at
more common alternatives that we use (i.e. RCS/CVS instead of SCCS, GZip
instead of compress/uncompress).
