How about making mutated cpio's just a recommended archive format,
rather than a required one.

The .lsb extension by itself could indicate the recommended archive
format
is being used.

If someone doesnt want to use mutated cpio's then allow them to clarify
the archive format with their own extension.

e.g. .lsb.tgz would mean the contents of the .tgz is lsb compliant, same
with .lsb.deb or whatever.

If the recommended format (.lsb) isnt being used then the distribution
will have to provide a tool for extracting the package. Which would
probably
be the same tool they use to unpack non-lsb packages.
