This has nothing to do with LSB, this is distribution
specific. The LSB defines the handling of LSB conform
scripts, not the handling of non-LSB conform scripts.

The distributions are free to do what they wish with non
conform scripts, since LSB does not describe how to handle
distribution specific scripts and LSB does not describe how
distributions should handle their init scripts.

The script will only be moved, if the script before and/or
after this script will be  renumberd. If the scripts before and
after this script will be renumberd, your selected fix
number is wrong and it doesn't matter where it will be moved
too, it is always wrong.
