I think so, though I cannot find anything in the FHS which says so.

Hmm, I think most distributions use now /etc/init.d/rc?.d, but some
still use /etc/rc?.d or (maybe?) /etc/rc.d/rc?.d.

But from a application point of view, the place doesn't matter since
install_initd and remove_initd have to be used.
