You might want to consider adding a postinstall script that could also be ran 
by hand to set permissions explicitly. This might be a useful tool for systems 
with broken installers. NIST-PCTS used to have a similar idea.

I've added the concept of a script which can check and/or restore permissions 
as an ehnahcement request so we don't forget.
