Unfortunately the LSB doesn't have a good document describing how all the
tests should be run (that I can find anyway. this needs to be fixed). Each
test suite package does contains some documentation on how to use it, but
it's not much. Here are a few other resources that might help,

http://www.licquia.org/archives/2006/01/26/lsb-distro-testing/ (Debian
specific)
http://wiki.debian.org/LsbTestHowto (Debian specific)
http://www.freestandards.org/en/Certification
http://old.linuxbase.org/test/lsb-runtime-test-faq.html

In addition to the new desktop related things, the core module had some
updates. I can't seem to find a document on the website with release notes.
I found this old article about the 3.1 core release,
 http://old.linuxbase.org/modules.php?name=News&file=article&sid=66
and this press release about the release,
 http://www.freestandards.org/wordpress/?p=174

Were there no release notes for the 3.1 release? I would think that a news
article about the latest release with pointers to the release notes, spec,
and tests would be the first thing you would see on the website, front and
center. Why isn't it?
