And it is fixed.  On the main page for each project (the changelog
page), there is now a "download" link, which assembles and sends a
current tarball for the repository.

The tarball only contains the .bzr directory; the working copy contents
are not included.  To use such a tarball, untar it, go into the toplevel
of the resulting tree, and run "bzr revert".  This rebuilds the working
copy.  (You should also "bzr pull" after this, to pull down updates
since the tarball was downloaded.)
