Another data point...
The packages in Debian that currently depend on libcap are:
autodir, avahi-daemon, cdrecord, ethereal, jackd, libpam-modules,
libzorpll3.0.6, muddleftpd, ntp, pure-ftpd, quagga, quintuple-agent,
rlinetd, terminatorx, traceproto, vdr, vsftpd, zorp, zsh
Not a lot compared to a lot of other futures candidates. I think the main
arguement for adding would be for greater POSIX compliance. I assume all
the distros have it. I assume we have tests for it?
