At the moment, these are all static libraries, so it's only
a build-time consideration.  You get them by installing
the package lsb-build-libbat, which we don't "release" or
support but which is built in the nightly snapshots, i.e.:
http://ftp.freestandards.org/pub/lsb/snapshots/libbat/
