We're quite happy for processor ABI documents to "live" at
FSG, that makes referencing them from something like LSB
much more reliable.

Please consider refspecs.freestandards.org the canonical
address for published specs - and if we don't have the links
right there, let us know, we'll get those fixed up.

Obviously, we can't grant rights to use the existing
PPC64 document as we don't own it - but I assume you
guys have a handle on the rights and all that.
