Sorry, I didn't answer the whole question.

There's no impact on the spec except possibly reintroducing
lsb-desktop to the desktop spec.

On the software side, there's a little more work. The checkers
and lsbcc need to understand the split between the base LSB
and the full LSB. They already have all the information the
need as it is pulled in from the database by module.  Shortly
before we released 3.1, all these tools were un-taught to 
actually do anything about this information, but it's my belief
that the code is still there and could be reactivated (plus 
fixing any bitrot that has set in due to subsequent work on
all those tools).  So I don't expect this to be a /big/ deal,
but if we're going to do this it would be better to do it 
before we've released a refresh of all the tools with the
one-cert model still in place...
