There are some 32 "frequently asked questions" here.  Probably #1, #5 
and #10 are the most interesting ones:

   1)     Differentiates between "TCK" and "JCK" - its an easy place to 
get confused.

   5)     The license; through the embedded link:
               http://openjdk.java.net/legal/openjdk-tck-license.pdf

   10)   A little discussion about what "substantially derived" means.  
Its pretty vague.  I am told that includes the ability to  do a full 
replacement of the virtual machine, which is probably the most major 
change anybody would contemplate.

Disclaimer: My opinion follows. Does not necessarily reflect the views 
of Sun Microsystems (yadda, yadda, yadda).

Sun has historically held two goals as the most important for Java:

   1   Ubiquity

   2   Compatibility

It appears that any implementation which follows #2, will add to #1.  
Hence, any such proposals are likely to looked favorably by Sun.
