[lsb-discuss] Tests for files related libc APIs

Hi all,

I am attaching the patch(lts_vsx-pcts-3.2.0.files1.patch) for libc files
related APIs. It includes tests for  fchmod, ioctl, sync, fsync,
tempnam, mkstemp, mktemp, realpath, truncate, ftruncate APIs. Kindly
review it.
