Given the behavior, I think I may understand the issue. Not sure how to 
build an update though, as the build hosts have now moved on to 3.2+.

Longer term, we are looking at the possibility of being able to specify 
different LSB versions to build for:

http://bugs.linuxbase.org/show_bug.cgi?id=1965

But this would not be implemented until 4.0 at the soonest.
