Sure, it's easy to position it so that it sits in the
desktop module. The fact is, though, that distributions
tend to certify to the "whole LSB" (actually, at the moment,
that's the only certification offered, although that will
change if there's demand for a server-only cert) so this 
may not actually buy that much.  

This is always a reasonable question to ask for every
new feature:  is it appropriate for everyone ("core")
or should it be in an extended module that maybe doesn't
apply to all systems.  And then, if you partition things
that way, what does it mean to applications who want
to depend on it?
