[lsb-discuss] is part of cups supposed to have vanished?

Been a long time since I regenerated everything in the spec,
but now when I do it looks like libcups has vanished. I
recall some discussion of dropping some bits, but didn't
think these were the bits, and can't find a relevant bug.
