xpdf is in the LSB application battery, and it will build in the
strict LSB SDK environment --- it just won't build the actual xpdf
binary, but just various binary utilities.  If you run configure in
such an environment, it will give the warning:

configure: WARNING: Couldn't find X / Motif -- you will be able to compile
        pdftops, pdftotext, pdfinfo, pdffonts, pdftoppm, and pdfimages,
        but not xpdf
