No, the 4.0 repos are completely screwed up, it's a side effect
of them having been moved due to a space problem, then
moved back, but things not being regenerated and fixed up.
It's been reported several times but doesn't get fixed.
There actually was a time when all that worked.  There are
actually updates to just about everything 4.0 in the queue to
move from release candidate to released, and I expect the repos
will get fixed at the same time.

As far as the out of date info, you probably had the bad luck
to look at an orphaned page, during a website transition a lot
of stuff ended up going stale and either needs attention or
killing.  Sorry about that!
