I have a similar problem with Ubuntu. See

To get rid of the MTA awkwardness of getting a daemon and users getting
asked mail server questions when installing a printer driver I have
added a dummy MTA package to Ubuntu containing a /usr/bin/sendmail which
does nothing more than erroring out. This package gets installed if the
system has not already an MTA installed.
