Aren't both equivalent in the end?

When RPM is the tool to do the packaging on a package build system,
it becomes - as far as I see - also the tool which is used
by a package to check on the system where the package is to be
installed for the run-time requirements on this particular system.

Therefore when the problem "how to package some stuff on
a package build system" is not sufficiently solved,
I think the problem "how to fulfill run-time requirements
on a target system where a package should run" is also
not sufficiently solved.


Or do I misunderstand something here?
