Yes, but any capability such as a shared library or executable included 
in the LSB has a specified location in the spec. Therefore, when anyone 
uses an LSB certified distribution they can depend on the fact tha for 
example /usr/lib/sendmail exists there and not in /opt/sendmail/bin, to 
pick something out of the air.
