It seems like some of the "easy" services should be brought up first.
refspecs is only a set of static web pages(*), and irc should be really
cheap
to restart.  It would make it look more like progress is happening...

* - sort of.  someone along the way thought it would be a good idea to
use server-side includes for these, so there is that, but it could be
eliminated easily enough.
