As clarified at
<https://lists.ubuntu.com/archives/ubuntu-devel/2011-March/032616.html>,
this does not affect lsb support being available to users by default.

I'm still very glad to see the LSB WG considering dropping Qt3 as a
requirement, though, since there are still grave issues with supporting Qt3
regardless of where it's published in Ubuntu.  New versions of the LSB
standard need to keep pace with current technology to remain relevant.
