OK, people keep saying this, and I keep missing why this is implied or 
has to be true.

Within the initrd we mount /usr if it is located on a separate 
filesystem. Thus the link /bin -> /usr/bin is not dangling.

Based on my interpretation this meets FHS and LSB requirements. But 
that's my interpretation.

/usr get mounted in the initrd. Yes for people not using a distribution 
and no initrd things become a bit more cumbersome, but I am not certain 
this is a disqualification for the merge.
