Actually, come to think of it, there is another route procedurally
in ISO that could be quite attractive, seen from a ressources view, and also
for coordination/maintenance purposes.

The ISO project editor is actually allowed to do most things himself,
given that there is no ISO working group. So he can decide to do
a revision of the standard, forward any document he wants for ballot,
do a resolution of the ballots and resubmit the resulting draft.
He can form ad hoc editing groups according to some ISO rules, and call meetings,
including teleconferences, according to ISO procedures, which are
not that difficult.

So we can have an ISO project editor, that initiates one or more meetings, and
those meetings could be the same meetings as what is the LSB group meetings,
which from time to time may also be labelled ISO LSB meetings.
This is kind of what is being done in the POSIX Austin group -
although the do it more formally there.

The above outlined procedures are actually the default ISO procedures given that
there is not a working group, nor a functioning sponsoring organisation.

Pretty lightweight, huh?

best regards
keld
