Bug 2902 covers some interfaces needed for new appbat apps to cover
Mozilla NSS:

We talked about that in the bug triage meeting Thursday.  All of the new
interfaces are actually in NSPR, which is a dependency of NSS.  We only
included enough of NSPR to make NSS useful when we initially included
it, but it turns out that apps that use NSS tend to start also using
other bits of NSPR, since they have to make it available anyway.

So, the question on the table: should we go ahead and make the NSPR
portion of the spec "useful" beyond the goal of supporting NSS?

Related question: what does a "useful" NSPR spec look like.  Do we just
use the upstream test suites as a guide?  Look at API usage by apps?
Some other criteria?
