Actually, either list is fine, although it's true that the LSB has taken
over maintenance of FHS, and so more of the people working on it will be
over there.

To answer your question, FHS 3.0 got delayed due to the LF security
incident a few years ago, and is now slated to be part of LSB 5.0, which
is currently in beta.
