[Lsb-infrastructure] Some additional DB support needed

It just dawned that both perl and python modules
have a data list that should rightly be in the
specdb, but there doesn't seem to be a really
appropriate current home for it.

That would be a list of required modules for
a conforming implementation, and needs to be
shared among the specification, the language-
specific appchk, and the language-specific 
runtime test (libchk equivalent, I guess).

Another possible datum to track would be a
minimum interpreter version (e.g., perl has
to be 5.8.8 or greater).
