[Lsb-infrastructure] Qt4.2 progress

After merging all the changes, and correcting
the merge problems, everything looks healthy now.

regenerated build_env (stubs) and misc-test (checkers)
code is being merged as I write this.

In my one experiment with libchk, it does not crash
and the data looks fine in the place Jeff reported
trouble on yesterday.  I do see 19 errors, but 
resolving that is just the next phase of the project.
(the test machine was a Fedora Core 6 with Qt 4.3.2).
