[Lsb-infrastructure] New database up - partly / problems

The 1.3 database update is now loaded on the
Linux Foundation server.  However, the community data
is not loaded.

Turns out the new method for installing the
data into the community tables runs afoul of
permissions, the database user that I operate as
is not allowed to perform these operations.

ERROR 1045 (27000) at line 1: Access denied for 'lsbdbadmin'@
'localhost' (using password: YES)

While I wait for an answer on this, the state is we
have the LSB Elements loaded, but not the Community Data,
since all of it failed.
