[Lsb-infrastructure] duplicate scandir64

in anticipation of scandir64 being added to LSB,
it's appeared in the specdb, but it's there twice,
as Interface.Iid 96820 and 96372, each with their
own set of ArchInt entries plus IntStd entry. 
The 96820 entry appears to be wrong (incorrect 
Iheader, Ireturn) so should probably be the one to drop.  
It looks like these fields (10,0) on 96820 are indeed
left over from the old version's Istandard,Irefspec
values.
