[Lsb-infrastructure] Non-gcc compilers; where to put them?

At the LF Summit, there was interest in making sure we could support 
other compilers besides gcc, notably Intel's and the Portland Group. 
There's development work to do for that, at least for PG, and we would 
like to be able to run automated tests with those as well.

Intel's compiler is a free download for non-commercial use, and I've 
acquired their ia32/x86-64 bundle and their ia64 bundle, with a 
single-use license key.

I've also contacted PG, and have been given a 30-day license for 
temporary use, plus am working out the details for a permanent one.

So, the next question: where should we install them?  Should we do all 
development work on lfdev-* machines, or should we start with local 
machines for the people doing the development, and worry about putting 
them on lfdev machines once we're ready to do the automated testing?  Or 
should we do something else?
