Patch for mkheader to handle TMEdeclaration

This patch will teach mkheader to use TMEdeclaration field.

If it works fine for us, we may also patch mkdatadef to print such improved
declaration in the spec.

Note that devchk will simply ignore members with not-empty TMEdeclaration at
the moment.
