[Lsb-infrastructure] cxxabi problems

faugh, seems the change to the new Itanium C++ abi also broke things.
last time we changed, I think we didn't change the tag; this time we've
more properly made a new entry, but the generation of the 
*standards.sgml files was not made aware of this.  I think this is
just me changing the tag in the relevant lsbspec makefiles, which
I'll do now.
