Patch for mklibspec

When processing arch-specific interfaces assigned to LSB, mklibspec currently
looks for their sgml pages in appropriate arch-specific directory, and can look
into the 'generic' folder in some cases (well, the only case is when it works
inside LSB/<arch>/baselib).

This is convenient, since we don't have to place identical sgmls in every
arch-specific folder, but this should be definitely made more flexible -
mklibspec should look into 'generic' folders wherever it works. 

It seems that it will be enough to replace hardcoded 'baselib' directory with a
base of mklibspec working dir - the patch attached should implement this.
