[Openais] Question about gmi_recovery_plug_unplug

I have a question about gmi_recovery_plug_unplug.

Please see the following log message.

It seems gmi_mcast messages are lost ,until log message "All processors
unplugged, allowing messages to be transmitted" is appeared.
In the above logs, the messages sent in
haStateSetCluster(SA_AMF_QUIESCED:GMI_PRIO_HIGH) are lost.
Is this correct ?
If So, AMF should retain those messages until gmi allows messages to be
transmitted.
Could you tell me how AMF knows when gmi allows this ?
If AMF knows that ,it can send retain messages .
